With a score of 255 in the NEET, you are unlikely to get a seat in a government college for a Bachelor of Veterinary Science (BVSc). The NEET cutoff for veterinary courses varies by category and year. For general category seats in a government medical college for a veterinary course, the NEET UG exam score required is usually 500+. For the OBC category, the required score is 450+, for SC category it is 380+, and for ST category candidates, a score of 320+ is necessary.

No, you can't get admission to JIPMER Puducherry's B.Sc. in Medical Laboratory Technology with a score of 140 in NEET. As after seeing the trend in medical stream and considering the current competition in NEET one should score more than 650 in NEET to get admission in B.Sc in  medical laboratory technology at JIPMER  Puducherry.
