Yes, of course you can take any branch in B.Tech through lateral entry scheme. For that, you will have to appear in LEET entrance exam conducted by each state university and some deemed universities.

Normally admissions are given based on your performance. If you have merit then you can choose the college of your choice. If you are low on merit then you have to select from a limited choice.

Your dream and aim is good but there is a small step in between. You first have to complete your graduation. Admissions to M.Tech is done only after graduation.

You should do Diploma in engineering. It will be the best course for you. You can pursue Diploma in mechanical or some other branch. You will also have opportunity to get a government job.
