Some of the best colleges for Computer Engineering include PICT, COEP, VIT Pune, VJTI Mumbai.

No, you are not eligible for government colleges with your marks and rank in JEE Mains. You need to go for private colleges. Board marks don't matter in JEE Mains counselling. For Maharashtra, if your state merit list will be under the cut off of government colleges, then only you will get, otherwise, with JEE, you won't get.

It's very tough to say in which round you will get admission in your desired college. There are many variables. But do not lose hope till the last possible round.

Your marks, frankly speaking, are a bit on the lower side. LIT is the preferred choice of many students. Hence, your chance seems to be a bit low. However, to help you I am attaching a link that will predict colleges for you-
