Hello! Among the three colleges mentioned, Chetana is slightly better due to its better placements, providing corporate exposure, and brand name. Check the student reviews of these colleges for more valuable insights.

At that CET score, you can apply for the PGDM courses of colleges like Welingkar, SIES, IES MET Chetana, etc. Prepare really well for their respective interview rounds.

I did my MMS in HR from SIMSREE.
Well there are few things you need to consider
Batch size : you will have very few people in HR batch , so it has both pros n cons . but I thought it's more usefulFaculty : faculty is good , you have option to choose your faculty , not much of issue.Placements : well you raised this question , the placement scenario is good for HR as you will have companies 24 times the no. Of students . Some companies offer management trainee role , some consultants also visit likes of ABC , Randstad . IT companies such as TCS do visit campus regularly.
