I could not find a government. College offering master's in public health. But, below are the top ones-
Indian Institute of Public Health, Gandhinagar
Jawaharlal Institute of Post Graduate Medical Education and Research, Puducherry
GD Goenka University, Gurgaon
JSS Medical College and Hospital, Mysore
Manipal University, Manipal
The criteria depends upon the college you choose. Most of the colleges will require your Bachelor's degree in Medicine, Dentistry, Nursing, Allied Health, and Life Science from a recognized university with minimum of 60% marks in aggregate.

Yes, if you wish to have a career in a non-clinical field and move abroad. MPH is a good option. Also, in case, you decide to go to the USA for your MPH and later want to practice dentistry, it'll be a great step for your admission to a college for DDS.
