In order to be admitted to the BTech programme at NIT Hamirpur, applicants must first meet the minimal requirements for admission. A minimum of 75% aggregate in Class 12 is required for candidates to apply for the degree and take the JEE Main entrance exam. A valid JEE Main score is required for admission to NIT Hamipur's BTech programme.

No, you cannot get NIT Hamirpur with 60 percentile in JEE Mains. The cutoff for NIT Hamirpur is very high, with the closing rank for ST category candidates being around 4,380 in the year 2023. Therefore, with a 60 percentile in JEE Mains, even as an ST category candidate, you have no possibility to get admission.
You can probably get NIT Silchar, Jalandhar, Agartala, with JEE Mains 60 percentile, that too in ECE, courses mainly.
