The percentage/marks that a university or a college needs to enrol students till a certain score could be defined as cut-off marks. Different colleges have different cut-offs like SRCC had 98% last year.

In case of CSE, it doesn't matter you do it from Rourkela or MANIT. Still, go through placement statistics and also your comfortable location. For information about faculty and research project go through NIRF data.

No Mechanical branch in IIIT Allahabad and for ECE branch IIIT has a fairly good faculty and infrastructure. Certainly for those interested in core ECE projects IIIT Allahabad has great faculty and support system.

Sorry, but your rank is too low.
300+ marks are considered for admission in B.Arch. So there is no way to get any of the NITs. So, you shud try for any private college.
