Yes, candidates belonging to states other than Odisha are eligible to participate in the Odisha NEET counselling process. However, while registering, they need to select their category as NRI, and not Odisha domicile, Based on this, their admission process through Odisha NEET counselling will take place. 

The Odisha NEET counselling merit list is prepared based on the NEET rank secured by registered candidates. At first, the list of Odisha domicile candidates are sorted out.
