First of all, both the universities will ask for a migration certificate at the time of Ph.D. /LLB degree award and that time you can present only one. Secondly, Ph.D. is a research work which requires complete academic devotion and simultaneous pursuance of LL.B. May hamper that concentration. Last

If you do not want to join regular classes there is Mewar University Chittorgarh campus Mewar Law Institute Ghaziabad. Only classes are held on Sunday. Fee structure 40,000 approximately per year.

No, there is no part time course as such at I.P university. You can pursue practice also.
