As per my search I could find only two universities offering part-time PhD Chemistry. Below are the details.

There are no colleges in Delhi/NCR or even across India which are offering Part Time LLB. I may suggest you to reconsider your decision and pick full time law program.
Also if you wish to pursue the degree just for gaining knowledge, you can go ahead with distance degree.
But if you wish to practice as a lawyer, then the part time education might not allow you for the same as per the rules of Bar Council of India.
