SMUDE doesn't have any study centre now. They were all closed after the Sikkim High Court's order. You will have to study online now.

Possibly, yes. Contact your college's office and tell them that you want to shift college and tell a genuine and valid reason for the transfer. They may be able to transfer you in same course if the seats are available there.

I think you should do CS IT from iiit Gwalior. But it also depends upon your convenience and interest. You can get insight of both and then take decision. Best of luck.
