Hello Laxmi, first of all you have to complete your M.Sc. Then after that, you can do Ph.D. in the course you like.

Yes, you can do Ph.D. in HR after M.Com. from a distance learning mode provided your degree is approved by the Distance Education Council or IGNOU. The minimum eligibility for the Ph.D. course is a post graduation. You can apply for the Ph.D. as a distance as well as the regular course. You need to
