After doing M.Phil you may not need to give the written, but it is necessary to give NET for taking admission in Ph.D. after going M.Com it's compulsory to give the UGC exam. And it was suggested to you to give NET exam before Ph.D.

According to NDTV Source the UGC has decided that candidates who have already registered for M.Phil or PhDs prior to July 11,2019 will be exempted from clearing NET exam to become eligible for the post of assistant professor if the fulfill certain other conditions.

Yes, you can go for Ph.D. in Neuroscience after completing your M.Sc. In Neuropsychology. The programme will take 3-5 years to complete. Some of the colleges in India where you can pursue this course-Manipal University, University of Calcutta, Amity University-Noida and IISc Bangalore.

PhD in Commerce and Management is a three-year doctoral program that may be extended up to six years. To be eligible for admission to the program, you must have finished a postgraduate degree in Commerce or a related field with a minimum aggregate of 55 % marks or higher from a recognized university listed under UGC/AIU.
