Yes, it is a valid course provided by the university. Here you can check the process and list of subjects where Ph.D. Admission is offered:-
Candidates will be admitted for Ph.D. programme through a common entrance test for each discipline, followed by an interview. Date of Interview will be intimated only to the candidates who have passed in the written Examination. Candidates with NET/SET/JRF/GATE qualifications are exempted from Qualifying Entrance Examination. List Subjects where Ph.D. Admission is Offered:

Hi Pratiksha while clearing UGC NET in commerce you also study Economics. So yes you can do Ph.D. in Economics. M.Com is just a base and for Ph.D. you can opt for any of the subject which you like so just go for it.
