It's similar to applying for any other course. You select an institution and check eligibility. Then apply directly to the institution.

The minimum eligibility criterion is that the student must have passed M.Phil degree or should have done post-graduation in any relevant discipline with an aggregate of at least 55% marks. The study should have been done from a recognised university listed under UGC or a recognised institution of higher education.
