I don't think that the CAT percentile can be of much help for admission into the Ph.D. programme.

IIT Bhubaneswar provides Ph.D. in 16 streams (Including Maths) and fees for each is same. For: Year 1 : Rs 43,568
Year 2: Rs 32,352
Year 3 : Rs 32,352.

That depends on the college you study at. Many private college in India does offer such an option to eligible students.

University Fellow position is only meant for full-time Ph.D. scholars, who wish to carry out doctoral research at NCU. Concurrent applications for admissions to the Ph.D. Programme as well as the award of University Fellowship can be made. Full-time Ph.D. students with a brilliant academic record can be awarded University Fellowships of Rs.25,000/- per month.
