First of all, you need to clear entrance exams. After shortlisting, you will be invited for a personal interview session. And on the basis of your performance in interview and entrance, you will be given a seat in Delhi University. The same procedure is followed at JNU also. Best of luck.

Definitely, to become an assistant professor, Ph.D. is mandatory (however, it will be effective from 2021). You can apply in IIT's and NIT's and in universities. You also can apply for research work in IIT colleges. After clearing the NET Exam, you will be able to teach in a private university but to become a government lecturer or an assistant professor's job, you have to complete your doctorate degree.
