Hi,Every year, they release the cut off marks for every branch. And then tests and/or interviews are conducted. You just need to apply for the course. Although cut offs are very good, so prepare well. Best of luck.

I am not sure M.Phil exists anymore, as the UGC doesn't approve of it, anymore. You have to go in for Ph.D. You may have to publish a couple of papers, before applying for Research. You need to clear GATE exam. As M.Tech could be pursued only when GATE exam is cleared and once you clear that you also become eligible for Ph.D. So you should clear GATE exam.
