Definitely you can pursue Ph.D abroad. For that you need to take up IELTS and score well. Also, you need to approach professors, then only you can get the admission. I would say that it is quite difficult to get into Ph.D program in Canadian Universities as they mainly prefer local students. They prefer international students only if he/she has studied Masters in Canada.

You can consider Cornell University USA, University of East Anglia UK, University of Nottingham UK, Washington State University US, University of Georgia, Kyushu University and Max Planck Institute for Plant Breeding. Ph.D programmes are generally fully funded except in UK. You must contact the department supervisors for details.
