If you are planning to have career in academics, research and development, independent consulting then PhD is a mandatory qualification. However, if are planning to have career in IT industry then M.Tech in CSE is a sufficient qualification to seek job and have career growth.

Definitely you can pursue Ph.D abroad. For that you need to take up IELTS and score well. Also, you need to approach professors, then only you can get the admission. I would say that it is quite difficult to get into Ph.D program in Canadian Universities as they mainly prefer local students. They prefer international students only if he/she has studied Masters in Canada.

The Indian Institute of Astrophysics is a premier institute devoted to research in astronomy, astrophysics and related physics.This is a full-time research programme where in the students work towards their Ph.D degree under the supervision of an IIA faculty. Students may join the programme in either the first semester beginning in August or the second semester beginning in January.
