A Ph.d is generally done to take up a job in research or education and with civil engineering, ppl pursue MBA in construction management as there is a need of well trained professional in it. Other good options are Transportation Engineering, Structural Engineering, Water Resource Engineering, Geo-Technical engineering, Environmental Engineering etc.

You can do PhD in management by distance learning from IGNOU or AIMA-AMU.

Fellowship program of legacy IIMs which is equivalent to PhD is the best option for doing PhD in Management or Commerce. You may also evaluate FMS Delhi University for same .

All of the above are good, but if you want to work for management roles MBA is must, else if you want technical expertise then MS in area of specialization in US shall be good option.
