There is no proper cut-off. You will have to give entrance exam for MA in political science and on the basis of your entrance exam performance they will allot you a college and eligibility for giving entrance exam is securing 55% and above in B.A Honours in Political Science from any college affiliated to the University of Delhi or B.A (Hons.) in any one of the subject securing 60% aggregate.

You can add only one language course Hindi or English, Not both. And three core subject. You can include physical education as a subject but in percentage your 2.5% has to be deducted. Yes, even if you have passed graduation from DU, you can definitely seek admission in another university for MA.

It would be tough to give you the link of sample papers. However I can help you the pattern and questions being asked in the entrance. Rajasthan University post graduate entrance test consists of 70 objective type multiple choice questions and carries one mark for every correct answer. Rajasthan university PG entrance exam is based on subjects like General knowledge, mental ability, Basic English etc.
