Yes, there is an improvement exam in Puducherry for 12th state board 2019 but for that you have to apply one year before appearing for the exams like if you want to appear for exam in 2020 then you have to apply in June 2019.

Dear Sir/ Madam, you can do Ph.D (Philosophy), as you have passed MA (Philosophy) in Pondicherry University or in any other universities. Age restriction is not there for research programs. Appreciating your passion for learning.

It depends on the home state and category. If you belong to any respective NIT's home state, you can easily get a seat. But in other state case you can get mechanical and civil in NIT Puducherry and civil in NIT Surathkal.

Yes, you can get admission. But admission is not based solely on 12th marks. You have to get good score in the entrance exam as well.
