I understand you are keen on taking admission at Welingkar but let me make it clear that PGDM application process is done. You can give a try through CAP rounds for MMS degree. Also percentile matters a lot. Cutoff is 98 percentile latest.

You do stand a fair chance of getting a call from Welingkar for PGDM, as they consider an overall score of your GDPI, your past academics, your extracurricular and also your percentile.
For MMS, you would have to wait for the DTE process.
