It is true that BCA does not hold that much value as compared to B.Tech CSE or IT. But, BCA is a course which is for commerce and arts stream students or even for Science stream students who didn't performed well in their +2 and wants to build a career in IT. It is also true that if you have a BCA degree and absolutely no or little knowledge in programming, you probably will not be securing any job offers. In BCA you have to put in your extra efforts in learning and mastering the skills in programming. Just having the degree will not yield much. I mean certifications are useless if you do not know them. Even, without certifications if you can confidently tell the recruiter that you have knowledge in them and solve a few questions you will get a job.
