International students to be able to have a good understanding of English. That is the reason why language exams like TOEFL and IELTS are compulsory for Indian students (some exceptions could be there). The proper way to learn anything is to get comfortable with it. Practice it a ton of times, spend as much time as possible, become obsessed with it. The same formula applies for programming too. Practice it, spend time in gaining knowledge about concepts from different books, websites, videos, courses. Attend your college lectures and pay proper attention. No, it is not mandatory to be good or have experience in programming, if you are interested in pursuing CSE. In CSE & IT both, programming languages will be taught from the basics. So, it doesn't matter if you previously had any knowledge/experience in programming or not.
