First of all, instead of doing MBA in PA, you can do MA in PA from reputed institutes although MBA is for Business and in the future by doing from Economics related specialisation the you can do work PA department in the service sector.

No, to become a lecturer or professor you should have completeted PhD. However, after completing MA you can become an Associate Professor in colleges and universities.
