23.99percentile is Low for CSE branch, but you can get admission in private colleges in civil or mechanical branch or you can get CS branch by management quota but it can be too costly. Or you can try best in next year exam to get in government colleges of Pune.

You can change your college in BCA second year, but this transfer is subject to a few conditions:
First, you can change colleges only on the basis of valid reasons like a transfer of parents. Second, it will be allowed if both colleges are under the same university, except for exemption. Third, it will be possible only if there are vacant seats available, unless you have quota seats, like a defense quota. You can not get admission to the B.E. In Computer Engineering (CE) course offered by All India Shri Shivaji Memorial Society's College of Engineering with an 80.65 percentile in the MH-CET without category-based exemptions. The cut-off for the CSE or CE branch is usually higher than the 90th percentile, according to previous year's cut-off data as available on the official website of AISSMS Pune. Even for categories like OBC, SC, VJ, and DT, it has been higher than the 84 percentile. Only for the ST category, the MHT CET cut-off was around the 47 percentile.
