Possible barriers so to say for student outside Maharashtra is largely Admission and this is not limited to ILS, it is the same for most colleges like GLC Mumbai, KC Law College, DES Law College. Earlier the process was posting documents to ILS and appearing for interview post being shortlisted. However, post introduction of MHT CET the process has changed completely. Now one needs to register for the entrance and appear for the exam in Maharashtra (which obviously requires travel). This is still fine.
