First, for this type of eligibility qualification related questions, you must mention your subject specifically as in the National Institute of Electronics and Information Technology qualification for Diploma differs for each course.
Your question states your percentage for class 12th but a UG Diploma cannot be done after the 12th. Generally a UG Diploma is done after getting a UG degree which means aggregate percentage of UG will be considered.

To be eligible for the UG Diploma program at NIELIT Ropar, candidates need to graduate with first division in the specified subject and should have at least two years of post-qualification experience.
