Greetings of the day!
I just want to tell you that last year the cut off was 86 percentile and it varies every year. So, this year you have less chances but can't predict exactly. Let's hope for best.

Yes a graduation degree from Arunachal Pradesh University is valid across India in all states including Punjab.

This is now a deemed university and is not to be confused with Punjab University. Being a deemed university, it has powers to decide it's own methods of admission. I am attaching a link that will give you all the required information.
