Definitely, computer engineering in VIT, Vellore is better because VIT, Vellore gives you the best placements and academics records as compared to engineering from RGIPT.

Yes, the institute was founded by Ministry of Petroleum and Natural Gas (MOP&NG). RGIPT is co-promoted as an energy domain specific institute by six leading Oil Public Sector Units (ONGC, IOCL, OIL, GAIL, BPCL and HPCL) in association with the Oil Industry Development Board (OIDB) and with an academic mentorship from IIT Kanpur.
