Does REAP counseling consider board percentage while seat allotment? I got 95%in boards.

Board marks are considered but previously they had a separate entrance test for state-level college admissions, but now admission is based on JEE Mains score. JEE Mains score is given priority.

I've got 66132 rank in JEE Mains. Am I eligible for REAP counselling? What are the possibilities of admission seeing previous year cut-off?
