For SAT and ACT: It depends on your proficiency and your target score. If you are aiming for the top 10 percentile and also are quite proficient already, then spend 3 hours for 2 weeks solving papers and revision. If you have just started preparing, then spend 2 hours for 3 months to gain good understanding of the test pattern and to do well.

If you want to study abroad then you need to specify or mention which country you want to study in. In USA SAT or ACT is compulsory while it may not be required for many other countries.

Why do you think you need to improve your English? Is it just because you live in a village? If yes, then you have to boost your confidence rather than your English skills. But if no, then you have to think which part is lacking, is it your grammar or spoken English or both? If it is spoken English then you should watch more online videos on spoken English from YouTube, spend some time in a local internet cafe if you don't have a connection at home but if you feel you are lacking in your grammar as well then I would suggest you go for a professional TOEFL or IELTS training program in any nearby town. Take practice tests and revise
