You will get many options. If you are planning to apply to a US university then many universities will be there but 1270 is not a high score for a top ranked university unless you have a strong application package. You can go through university websites, check the requirements, deadlines and apply early. Many students with this score range get into universities because their extracurricular activities, LORs, SOP, etc., are very good. So, prepare and apply.

Yes, it is possible. Most of the universities will allow you to mention the tentative test date while submitting your form. However, it is advisable that you always check directly with the respective university beforehand.

The answer will depend on a number of factors such as where you want to study, what are the reasons for the gap, do you meet the admission requirements, etc. 7 years is a huge gap and very strong reasons must be provided, its all on how you persuade them. SAT can help, in fact, it will be good if you do really well in SAT. This will show that you are still into academics. However, it will be wise to first get in touch with some universities and share your profile with them, admission requirements vary from campus to campus. IELTS or TOEFL will be required, extracurricular activities will be necessary too.

A score of 1400 and above in SAT is good. In TOEFL, the required score range is usually 80-100, you have to check the university websites for the requirements, every university has different requirements.
