If you are planning to apply to a US university then many universities will be there but 1270 is not a high score for a top ranked university unless you have a strong application package. You can go through university websites, check the requirements, deadlines and apply early. Many students with this score range get into universities because their extracurricular activities, LORs, SOP, etc., are very good. So, prepare and apply.

In India, SAT will be conducted in December, please check the College Board website for the international dates. November is available for test takers in the USA.

No, you have to apply for scholarship separately. SAT is just an eligibility test.

The answer will depend on a number of factors such as where you want to study, what are the reasons for the gap, do you meet the admission requirements, etc. 7 years is a huge gap and very strong reasons must be provided, its all on how you persuade them. SAT means Scholastic Aptitude Test or Scholastic Assessment Test. It's an international level exam for study in abroad and there is no such eligibility criteria and SAT is conducted by private colleges and private universities.
