As a student of Delhi University I have seen my friends taking a variety of scholarships including government and college too. So yes there is usually some scholarships for lower Caste by the government. Also colleges provides different types of scholarships to SC and lower castes too.

Then cutoff will depend on factors like number of candidates appeared in exam and difficulty level of exam.

You have to get 55%(45% for SC/ST) marks in BSc or qualifying degree and minimum 50% in exam.
