Yes, a job offer from a Singapore registered employer is compulsory to apply for work visa. The employer itself applies directly to the Ministry of Manpower. Without a job offer letter no one can apply for applicants cannot secure a Singapore work visa.

Later, you'll log in, complete the eForm16, upload documents, and pay fees online.
