You cannot study in two countries simultaneously. You can do your B.Com abroad through online or distance and do your CA here. Check here for college list

German universities are extremely competitive so the first thing you must work on is your academics. More than 75% is recommended and preferred. Take your IELTS, more than 6.5 is required. You may also learn German language, maximum programs would be taught in English but for better prospec

JEE is not accepted by Canadian colleges so there is no point in submitting JEE results. Admissions will be on the basis your state board marks and IELTS score and your overall profile. You can take SAT if you wish but not mandatory. Please take a look at the university websites for admission
