Yes, there is some hope. Some of my friends are there with lots of backlog and year drops and they have GRE score nearing 300. It depends on your SOP, LOR and GRE marks.

Hi, kindly remember that admissions are not given on basis of IELTS only and in your case your IELTS is too low and won't be accepted. Admissions are granted if you meet academic requirements, what is your education background? What were grades? What do you want to study and where?

Hi, It is difficult to comment on visa outcomes. You must worry about getting the admission offer first, Germany for you is not an option. Chances are also less in Canada. You may try in US if your overall profile is good. Check less competitive countries like Australia or even European countries.

Hi,
For UG admissions in USA you must take the SAT or ACT and also IELTS or TOEFL. Taking the tests won't guarantee admissions though, you must have a very good all rounded profile which includes significant extracurriculars.

Hi,
What about your Bachelor degree grades? Kindly, mention.
Your IELTS score is low by the way. For MS programs they require 6.5 or higher. Visit university’s websites for specific information.

For PhD you must complete your Master’s first. You need to contact the universities directly and email them, get in touch with the supervisors and send your research proposals. Kindly, complete your Master’s with good grades if you haven't done it yet.
