Yes, 12th by NIOS is same as 12th by any board. Hence I see no difficulty for you in getting admission for marine engineering based on 12th by NIOS. However other eligibility criteria remain and you will have clear these.

Well, considering a best institute for DNS might be subjective, but I can tell you my opinion which is based on Future prospects and job guaranty which matters the most. You'll come across many people who'll tell you that IMU Campus are one of the best but they're actually not.

If you have completed your 10+2 from a recognized education board with minimum 40% marks, you can certainly apply for B.Sc in fashion design in NCD Chennai. The admission will be based on a personal interview wherein your aptitude for the course will be determined.

As you are AIR 450, it would have been pretty obvious that you would easily score GNLU, but now that you have in a way locked TNNLS the only option left for you is to wait for the vacancies. You will have to keep checking for the website of the NLU you aim to take admission in or maybe contact the administration directly. But, I highly doubt that there will be much scope when you apply for the vacancies as, you must not be the only one who has done such blunder and the people with better AIR will be given preference over you. Getting admission in SPA-Delhi, Bhopal and the NIT's require 240 + marks, so there is no chance in getting admission there. And, all the seats in this colleges close within 3000 rank and for SPA's close within 1000 rank.
