Yes, you can appear for TANCET exam even if you have arrears. By the time you graduate and apply for other institutes for PG programme ensure that you clear all and then apply.

No, it is based on which results you submit at the time of admission. So, if you think you will have good TANCET score, then wait for its results and apply. Else you can apply right now and get admission in PSGIM.

You are eligible to write TANCET because the eligibility is the candidate should hold a bachelor's degree with a minimum of 3 years duration in BCA, B.Sc (Computer Science / Information Technology) with Mathematics in 10 + 2 or at the graduate level and should attain a minimum 50% and 45% for reserved category in qualifying degree examination.
