No, there are certain norms of the university which one needs to follow. If you don't have the desired marks as required then you won't be able to apply. However, better you check with the university

The National Testing Agency has recently conducted the UGC NET June 2019 Exam. Approximately 9.2 Lacs candidates registered for the exam out of them only 6.81 Lacs candidates appeared for it. As per the official announcement, the UGC NET Result will be declared on 15th July 2019. The NTA UGC
