Yes, you can. You can choose a private college but college should be affiliated to a government university, otherwise, your degree will be deemed invalid. For distance, you can choose IGNOU.

You can do your B.Ed both in regular or distance mode. As you are working in a government school, you will get 2 years deputation period to complete your B.Ed. Otherwise, you can choose IGNOU for distance education.

TET is conducted by the government of each state. CTET is conducted by the central government. You can appear for that.

There are no restrictions to study M.Sc for you, go ahead. If you're working then pursue the same from IGNOU which is a reputed institution.
