To become a civil servant, you should crack UPSC exam.
For that you should be a degree holder.
If you want to become a civil servant then start preparing from now itself as the examination is very competitive. Only around 1200 to 1500 people get selected every year.

You should go for B.Sc courses in any subject in which you are interested. After that, go for M.Sc.

In colleges & institution with Sc Quota you would be eligible for fee waiver and set of seats are alloted to the sc quota too

Yes it is valid you can pursue two degree, one from regular and other from distance

There is no such course that could give you 1 lakh rupees immediately, yo need experience for that
