It is not possible, last year the closing rank for CS in NIE through COMEDK was 17938. I would suggest you to apply in other college and if you want this college then go through the management quota.

You will be eligible and you need to write a competitive exam called D-CET which will be conducted by Govt. of Karnataka in the month of June. You can apply to the preferred colleges depending upon your rankings.

No, the national institute of engineering requires a valid 2nd PU marks card for the student's admission. Without that I'm sure, they would not admit any student.
