The Eligibility requirements for international students at University College Cork are given as follows:

International applicants need to submit their academic transcripts from all previously attended academic institutions. These transcripts should in English and if not, then these need to be translated into English by certified person or institutions. English score report need to be directly sent to the university. Hello,
You do meet the admission requirement for Ireland universities, but Ireland does not accept more than 5 backlogs, if possible, you can make it up in statement of purpose providing the admission body the proper explanation for it.

According to the Ireland's national framework of qualifications, level 8 means an honours degree. So if you have done your Bachelors with honours, then you are eligible.
