Please visit the UBC website for admission requirement. It is clearly stated that the minimum average needed to fall within the competitive range is approximately 74% on a 33% pass scale, or 76% on a 40% pass scale. If you haven't checked the website yet, here is the link:

Please check some of the very popular universities such as Carnegie Mellon University, MIT, California Institute of Technology, Georgia Tech, University of California- Berkeley, McGill University, University of British Columbia, University of Waterloo to name a few, please visit their websites and check the program curriculum, you will find these as a specialization or major subject depending whether you are looking for Bachelors or Masters.

Most of the foreign universities accept Indian students with 16 years education like 10+2+4, but few institutions will also take 15 year education like 10+2+3. You will get an admission in the selected universities, but I am not sure whether the universities mentioned by you are offering courses on the basis of 15 years of education. Check the university website for clear requirements, courses offered, exams need to be qualified with scores and scholarship information.
I also suggest you to visit the nearest abroad consultancy for better options. Take their advice and do your own research and proceed further. I hope you know

Ranking wise, UBC has a better repute globally. Both the universities are great , have a wonderful learning environment and opens doors to a plethora of opportunities.

SAT is not required for UBC. If you decide to take for better admission prospects aim for a score above 1300. Please read this
