The University of Illinois is not a Tier 1 university, despite the fact that it ranks as the #1 public university in Illinois, per US News. The institute falls into the category of M1 (Master's Colleges & Universities) classification, per Carnegie Classification. 

Tier 1 universities are generally, institutions with a higher research activity & expenditure over the course of an academic year. 

UIS on the other hand, focuses more on serving the population of Illinois & the Springfield region.
