Yes, UTokyo requires its students to demonstrate decent proficiency of verbal & written English, & therefore does accept popular language test scores like IELTS & TOEFL into consideration.
The minimum IELTS requirement varies for different courses, however, given below are the general scores deemed acceptable for admission by the institute:

Tokyo University application fee is ¥5,000 (approx INR 3k).
Students are advised to submit the fee as part of respective applications, & the fee is non-refundable.
Further, students can also expect some other fees such as an exam fee in the range ¥ 4,000-¥ 23,000 (INR 1.8 K-INR 13.7 K), depending on the course being pursued.
