Both universities have their own strengths. Uni of Toronto is better for students interested in studies at a university with prestige and quality research. Toronto as a city also offers better social, cultural, and career opportunities. Students also get more course options to choose from.
UWaterloo is better if students are interested in STEM courses. It also offers the the largest co-op program in the US and Canada. Waterloo Uni maintains strong industry connections of its own.

To apply to the University of Waterloo MSc in DS and AI program, follow the steps given below -

UWaterloo selects candidates based on their eligibility, academic qualifications, English proficiency, document requirements, and active participation in extracurricular or volunteer work. Work experience is also counted if the candidate has any. Some programs also require portfolios and auditions.

There is no needed GRE requirements for PG candidates at UWaterloo. Instead they must have a UG degree from recognised university or equivalent and submit document requirements such as unofficial reports, LOR, CV, writing sample, English requirements, GRE / GMAT score, Resident card, and portfolio for some courses.
