No universities abroad guarantee you jobs as they are working for education and not business. What they prepare you for is the latest tools and technology in the industry, Rest depends on you. If you enhance your skills during the course, you will get a job. With a branch like CSE, you need to be updated and innovative enough to be hired.
For PR, you may apply after job.

University of Windsor has tie-ups with a good number of companies. They also provided options in some programs so that students gain work experience during studies. Actual placement report can be requested from the university. You may write to them as it is exclusively not mentioned on their website.

They require a minimum IELTS score of 6.5 but depends on what your department is. You can check this on their website. Also admissions are not granted on IELTS scores alone. You have to check the academic requirements too. Check here:

You can get a good job depending on your profile - knowledge, qualifications, skills etc. The scenario is competitive compared to IT but with hard work why not. It is therefore advisable to get into good universities having industrial contacts, the internship also matters a lot.
